Grant guidelines, as a set of rules and criteria that applicants abide by when turning to the funder for assistance, comprise a critical vehicle that conveys the funder's philosophy and approach. In many cases they are the applicant's strongest (and only) guidance of what a particular funder is about. The relation between a funder and applicant/implementer is essentially an unequal one in terms of balance of power. Despite lots of talk and debate on the issue, funders are by and large responsible for shaping a particular development agenda, often with quite little input from implementers and beneficiaries.
