About Me
Mr. Buggs serves as the Director, Office of Grant Development & Administration, for the City of Bowie (Part-time), Bowie, Maryland. He is responsible for developing and managing municipal Grant Administration Guidelines, maintaining grantor relations, and filing all requisite reports and supportive documents for all City grants with various grantors and regulatory agencies. He is also responsible for maintaining multiple on-line reporting systems with several federal agencies such as HUD, DOE, USDOJ, and GOCCP. He is frequently called upon to conduct training sessions for public, private, and nonprofit entities in the areas of grant administration, strategic planning, and organizational development. Mr. Buggs serves as the Chair of the Housing Directors Advisory Committee for the Metropolitan Washington Council of Governments, President of the National Capital Area Chapter of the Grant Professionals Association, and is a member of the Steering Committee of the National Grants Partnership.
Prior to joining the City of Bowie, Mr. Buggs designed and managed the Residential Recycling Program for Prince George’s County, Maryland and served as the Enterprise Zone Administrator for the Prince George’s County Economic Development Corporation. He has worked as consultant to the Maryland Department of Housing and Development for several years on major project development in the Neighborhood Revitalization Division. Mr. Buggs has served as a Systems Engineer with IBM and as a Senior Rate Analyst with the Potomac Electric Power Company (PEPCO). After leaving PEPCO, he served as an expert witness and litigation strategist in numerous utility regulatory proceedings involving gas, telephone, and electric companies. Mr. Buggs has conducted research in the fields of Biomedical Engineering and Plasma Physics. He is a graduate of the Howard University School of Engineering.
