About Me
Colin E. Beech, PhD, is a graduate of the Science and Technology Studies program at Rensselaer Polytechnic Institute. STS is an interdisciplinary field that examines the intersections of public policy, law, anthropology, and sociology in the increasingly complex arenas of science, technology, and engineering. STS practitioners cultivate strong skills in critical thinking, business process analysis, project management, public policy, and professional communication. There is a heavy emphasis in the curriculum on competitive external funding strategies and community development. Both the crafting of Requests for Proposals (RFP's) as well as written responses to them are core competencies of the STS curriculum.
In addition to his graduate degree, Colin is a practicing IT professional with 12 years of experience as a systems administrator, programmer (Microsoft Certified Web Developer and Technical Services professional), and IT architect. He is well versed in the Big Design Up Front (BDUF)/Waterfall model, Boehm (Spiral) model, and Agile Scrum software development life cycles and project management best practices. He has developed software specifications and source code for numerous commercial and public sector systems, as well as high-level IT planning documents for complex state-wide programs. These unique skill sets are combined by Colin and his staff to translate the complex policy requirements and business rules of federal and state programs into meaningful technical specifications and language, and vice versa. These services greatly enhance and resolve ambiguities within the procurement process, allowing vendors and agency administrators to mutually understand one another's goals and enter into contracts with a minimum of development time lost to protracted question and answer periods, scope clarification, and negotiations.
Community development is also a major component of STS, and Colin has worked with various organizations during his career to develop and administer programs and seek external funding opportunities. A few of the non-profits Colin has worked with are community/urban gardening activists, at-risk youth vocational education programs, continuing adult education programs in IT, youth crime prevention, and insurance fraud prevention initiatives.
